Evolution has prepared us with fight-or-flight AND with an ability to think about the future. Things that affect our survival to the point of raising children are genetically encoded as imperatives; after that Darwin doesn't care. We really do have this handicap when the threat is to our grandchildren and great-grandchildren.
So any government we conceive of will be handicapped, democratically elected government most of all, by mistaken dismissal of longer-term existential threat. Even a dictator who puts too much emphasis on it for his subjects, can be overthrown (assassinated) by his minions who don’t see it.
